Why FRH targets Boise
Boise is the reference case for FRH's growth-driver secondary group. It does not pass our hard-infrastructure screen. It has Union Pacific rail on the I-84 corridor, but no water freight, no refining and a thin EV-charging network. What it does have is large capital already in the ground or under vertical construction, plus some of the fastest population growth in the country. Micron is building its first new U.S. memory fab in Boise, and Meta's $1.2 billion Kuna data center went live in September 2026.

The new-apartment pipeline that followed the growth is now shrinking. We still approach Boise selectively. We lead with manufactured housing and RV communities whose current income covers the carry, and with small-bay industrial bought below replacement cost. We count no plant-driven demand before Micron's first production date.
Demand drivers
Population and jobs
- The Boise City MSA had 864,243 residents on July 1, 2025 1.
- The regional planning agency COMPASS estimates Ada and Canyon counties at 876,760 residents as of April 1, 2026, about 150,000 more than at the 2020 Census 2.
- Total nonfarm jobs rose by 4,700 (+1.1%) from August 2025 to August 2026, per preliminary BLS data, which BLS does not rate as significant 3.
Employers and anchor investments
- Micron, Boise. Micron's first Boise fab (ID1) is targeting first wafer output in mid-2027, and the second (ID2) late 2028 4. FRH counts no Micron-driven housing demand before mid-2027. Construction employment is already in the market.
- Meta, Kuna. Meta's Kuna data center began serving traffic in September 2026. Meta put the total investment at $1.2 billion, up from the $800 million first announced in 2022, for a 960,000 sq. ft. facility 5.
Infrastructure
- The I-84 corridor and the Union Pacific line run through Boise, Meridian, Nampa and Caldwell. That corridor is where small-bay and flex industrial serving trades and growing suppliers makes the most sense.
- Idaho has only 317 public DC fast-charging ports 6.
Housing supply and affordability
CBRE reports that Boise multifamily occupancy slipped slightly to 94.3% in Q4 2025, with average effective rent flat at $1,637. 1,713 new units were delivered in the quarter, but only 597 were under construction at year-end 7. Net absorption turned negative in Q4 2025 for the first time in recent history, which CBRE describes as an isolated dip rather than a lasting shift in demand 7.
A small pipeline and continued population growth point to a better balance in 2027. Until then, rents are flat, and we treat multifamily as opportunistic rather than a lead strategy. We confirm local cap rates on each deal, since we did not verify a current market cap rate in this pass.
Where FRH strategies fit
| Strategy | Fit | Where |
|---|---|---|
| 01 Covered Land (MHC/RV) | Lead strategy | Existing communities in Ada, Canyon, Gem, Payette and Elmore counties, typically 25–150+ sites |
| 02 Workforce Multifamily | Opportunistic | Older 6–50 unit buildings in Boise's bench and west side, Garden City, Nampa and Caldwell, at a basis below replacement cost |
| 03 Opportunistic | Lead strategy | Shallow-bay, flex and light industrial along I-84 (Meridian, Nampa, Caldwell) and near Kuna; fee-simple special situations |
| 04 Debt / Notes | Active | Notes secured by buy-box assets |

Key risks
- Infrastructure-light economy. No water freight or refining, UP-only rail and a thin EV network 6.
- Plant timing. Micron's schedule could slip, as other chip projects have 4.
- Data centers create few permanent jobs. Meta's investment is mostly construction and tax base 5.
- Flat rents. Effective rents were unchanged in Q4 2025 7.
- Mandate edge. Idaho is at the western edge of FRH's footprint. Assets in East Idaho are outside the Boise radius.
