Why FRH targets Chicago
Chicago is the country's largest freight rail hub, with all six Class I railroads, plus the Illinois Waterway, Lake Michigan ports and a major refining cluster. It is also the deepest capital market in our footprint, with active agency lenders, banks and buyers at every size. For a long-term holder, that liquidity matters as much as growth. It means financing and recapitalization are available through cycles.
Illinois, Indiana & Wisconsin. An FRH core target metro. Data last verified 2026-10-23.

Population and job growth are flat, and Cook County property taxes are a real cost. So FRH does not underwrite Chicago on growth. We look for basis-driven opportunities in the suburbs, the collar counties and Northwest Indiana. We favor small-bay industrial, covered land and notes, and take workforce multifamily opportunistically.
Demand drivers
Population and jobs
- The Chicago–Naperville–Elgin MSA had 9,434,123 residents on July 1, 2025, the third largest in the country 1.
- Total nonfarm jobs rose by 10,700 (+0.2%) from August 2025 to August 2026, per preliminary BLS data, which BLS does not rate as significant 2.
Employers and anchor investments
- Illinois Quantum and Microelectronics Park. Construction began on September 30, 2025, at the former U.S. Steel South Works site. The state approved $500 million for the campus and a $200 million incentive package for PsiQuantum, the anchor tenant. The first phase is expected to finish in 2027 3. It is a long-dated driver for the South Side and Northwest Indiana, and we do not underwrite near-term job counts from it.
- Diversified base. Finance, healthcare, logistics, food processing and manufacturing spread demand across many submarkets.
Infrastructure
- All six Class I railroads meet in Chicago, which has major intermodal ramps in Joliet/Elwood, Bedford Park and Northwest Indiana. The Illinois Waterway and Lake Michigan add water freight. Refineries in Joliet, Lemont and Whiting, IN sit inside the radius.
- Illinois has 3,025 public DC fast-charging ports, the most in FRH's footprint 4.
Housing supply and affordability
Rents are rising and the pipeline is shrinking. Northmarq reports that Loop-adjacent submarkets saw rents rise an average of 5.5% to more than $3,000 per month, that vacancy is only slightly higher than a year ago, and that the development pipeline "has been shrinking" 5. Apartment List shows the City of Chicago median rent at $1,882 in October 2026, up 4.4% year over year, one of the strongest readings in our footprint 6.
Cap rates averaged 6.0% in the first half of 2026, up 25 bps from a year earlier 5. That gives FRH room to meet a yield-on-cost hurdle of market cap rate plus about 150 bps on older suburban and Northwest Indiana buildings, where property taxes are lower than in Cook County.
Where FRH strategies fit
| Strategy | Fit | Where |
|---|---|---|
| 01 Covered Land (MHC/RV) | Active | Communities in Will, Kankakee, Kane, McHenry and DeKalb counties, Northwest Indiana and southeastern Wisconsin (Kenosha–Racine) |
| 02 Workforce Multifamily | Opportunistic | Older 6–50 unit buildings in suburban workforce cities (Aurora, Elgin, Joliet, Waukegan) and Northwest Indiana (Hammond, Gary fringe, Valparaiso), plus select city neighborhoods where taxes pencil |
| 03 Opportunistic | Lead strategy | Small-bay, shallow-bay and flex near the I-55/I-80 intermodal corridor, O'Hare, and the Calumet region; fee-simple special situations |
| 04 Debt / Notes | Active | Performing and non-performing notes from community banks; Chicago's deep bank market produces regular loan sales |
Captured within about 75 minutes: Joliet, Aurora, Naperville, Elgin, Waukegan, Kenosha–Racine, Gary/Hammond, Valparaiso, Michigan City, Kankakee and DeKalb. Rockford is at the edge (about 1h20). Drive times are approximate.
Key risks
- Flat demand. Jobs grew 0.2% 2 and population is flat. We underwrite in-place income, not growth.
- Property taxes. Cook County assessments can change NOI sharply. We model taxes on the purchase price and favor collar counties and Indiana.
- Regulatory layering. The City of Chicago and Cook County add landlord-tenant requirements beyond state law. We do jurisdiction-specific diligence on every deal.
- Competition. Deep liquidity also means many bidders. Our edge has to come from sourcing (estates, tired owners, note sales), not from paying more.
