Why FRH targets Salt Lake City and the Wasatch Front

The Wasatch Front, from Ogden through Salt Lake City to Provo–Orem, is FRH's Mountain West multifamily focus market. We underwrite it as one market of roughly 2.75 million people. Three things drive the thesis. It has the strongest job growth of any metro in our footprint. It is the Intermountain West's freight and energy hub. And mountains and the Great Salt Lake limit where new building can go, which makes well-located existing buildings and land more valuable over a long hold.

The counterweight is supply. Recent apartment deliveries have pushed rents down year over year in the city. We buy on basis, submarket by submarket, and do not assume that fast job growth turns into fast rent growth.

Demand drivers

Population and jobs

  • Census Vintage 2025 counts 1,308,377 people in the Salt Lake City–Murray MSA, 773,426 in Provo–Orem–Lehi and 672,784 in Ogden, about 2.75 million combined 1.
  • Utah reached 3,551,150 residents in 2025, growing 1.3%. Utah County added 15,914 residents (+2.1%) and Salt Lake County added 8,281 (Kem C. Gardner Policy Institute) 2.
  • The Salt Lake City MSA added 20,900 jobs (+2.5%) from August 2025 to August 2026. That is one of only two statistically significant gains among FRH markets. Provo–Orem added 3,200 jobs (+1.0%), and Ogden was down 900 (-0.3%) 3.

Employers and anchor investments

  • Texas Instruments, Lehi. TI broke ground on its second Lehi 300-mm fab (LFAB2) in November 2023, as part of an $11 billion Utah investment, with about 800 additional jobs and first production expected "as early as 2026" 4. We have not verified current production status, so we count no LFAB2 hiring until TI confirms output.
  • Utah Inland Port. A 43-acre intermodal facility opened in July 2025, giving the west side two Class I railroads. A $31 million West Interchange broke ground in July 2026. Phase 1 remediation at Crossroads Port (about 175 acres) was substantially complete in August 2026, though that land is not yet buildable capacity 5.

Infrastructure

  • Union Pacific and BNSF meet at the I-15/I-80/I-84 junction. The metro's refineries are concentrated in North Salt Lake and Woods Cross, and the Bingham Canyon copper mine is inside the radius.
  • Utah has 1,040 public DC fast-charging ports, concentrated along the Wasatch Front 6.

Housing supply and affordability

Supply has been heavy, but it is starting to turn. Northmarq reports that nine of the metro's 11 submarkets saw vacancy fall in Q2 2026, and that multifamily permitting "has fallen well below its 10-year average." Northmarq expects vacancy to edge up to about 7.1% by year-end, with asking rents near $1,600 per month 7. Apartment List shows the City of Salt Lake City median rent at $1,252 in October 2026, down 3.2% year over year 8.

Pricing is high. The year-to-date average sale price was $230,200 per unit, lifted by a few large newer trades 7. With values that high, the yield-on-cost hurdle (market cap rate plus about 150 bps) is hardest to clear on stabilized product. That is why we focus on older, smaller buildings with below-market rents or operational problems.

Where FRH strategies fit

Strategy Fit Where
01 Covered Land (MHC/RV) Selective Communities in Davis, Weber, Tooele and Utah counties and the Heber Valley, where land values support the long-term thesis
02 Workforce Multifamily Lead strategy Older neighborhoods in Salt Lake County (west side, South Salt Lake, Murray, Midvale, Taylorsville, West Valley), central Ogden and older Provo/Orem neighborhoods
03 Opportunistic Active Shallow-bay and flex in the northwest quadrant and the I-15/I-215 corridors below replacement cost; fee-simple special situations
04 Debt / Notes Active Notes on small multifamily and industrial secured by Wasatch Front collateral

Captured within about 75 minutes: Ogden, Provo–Orem–Lehi, Park City, Tooele and Heber. Logan is just outside (about 1h25). Drive times are approximate.

Key risks

  • Rents are falling in the core. City-level rents are down 3.2% year over year 8, and Downtown deliveries continue 7.
  • Uneven job growth. Strong gains in Salt Lake County are offset by a small decline in Ogden 3.
  • Unverified chip timing. TI's LFAB2 production date is not confirmed 4. We count no plant-driven demand until it is.
  • High entry prices. Per-unit values near $230,000 7 leave less margin for error.
  • Water and air quality. Long-run issues around the Great Salt Lake are a policy risk we monitor.
