Why FRH targets Minneapolis–St. Paul
The Twin Cities are one of the strongest core markets in FRH's footprint. Job growth is statistically significant, the apartment construction pipeline is shrinking, and rents are rising at a steady, sustainable pace. The region sits at the head of navigation on the Mississippi, is served by three Class I railroads, and has a large refining and nuclear base inside the radius. Capital is deep: corporate headquarters, healthcare systems, agency lenders and regional banks all operate here.
Minnesota & Wisconsin. An FRH core target metro. Data last verified 2026-10-23.

Regulation is what keeps the opportunity set from being crowded. St. Paul's rent stabilization ordinance and Minneapolis's tenant protections deter some buyers. FRH treats those rules as an underwriting input, priced building by building, not as a reason to avoid the market.
Demand drivers
Population and jobs
- The Minneapolis–St. Paul–Bloomington MSA had 3,790,295 residents on July 1, 2025 1.
- Total nonfarm jobs rose by 27,800 (+1.4%) from August 2025 to August 2026. BLS rates that gain as statistically significant, one of only two among FRH markets 2.
Employers and anchor investments
- Meta, Rosemount. Meta announced an $800 million, 715,000 sq. ft. data center in Rosemount in 2024, planned to open in 2026, with about 100 long-term jobs 3. We have not verified whether it is operating yet. It matters for power and construction demand in Dakota County more than for permanent jobs.
- Diversified corporate base. Healthcare, medical devices, retail, food and agribusiness, and finance headquarters spread demand across the metro.
Infrastructure
- The Twin Cities sit at the head of Mississippi River navigation and are served by BNSF, Union Pacific and CPKC. I-94, I-35W/I-35E and I-694/I-494 form the highway grid.
- The Pine Bend and St. Paul Park refineries and the Prairie Island and Monticello nuclear plants are inside the radius.
- Minnesota has 1,070 public DC fast-charging ports 4.
Housing supply and affordability
Northmarq reports a 4.6% vacancy rate in Q2 2026 and annual rent growth of 3.5%. Construction "has fallen sharply from its recent peak," and fewer units are scheduled to deliver this year than last 5. Apartment List shows the City of Minneapolis median rent at $1,463 in October 2026, up 2.7% year over year 6.
That combination (tight vacancy, falling supply and rents rising faster than inflation) is what we want to see in a long-term hold market. Class A cap rates are in the high-4% to mid-5% range 5. Older workforce buildings trade higher than that, which is where FRH can meet a yield-on-cost hurdle of market cap rate plus about 150 bps.
Regulation. St. Paul voters capped rent increases at 3% a year in 2021. In 2025 the City Council expanded the exemption to all units in properties built after 2005 7. Older St. Paul buildings, which are the kind FRH buys, are generally still covered. We underwrite any St. Paul acquisition to the 3% cap and to the city's exception process, and we price that in.
Where FRH strategies fit
| Strategy | Fit | Where |
|---|---|---|
| 01 Covered Land (MHC/RV) | Active | Communities in the outer metro and in St. Cloud, Northfield/Faribault, Red Wing and western Wisconsin (Hudson, River Falls) |
| 02 Workforce Multifamily | Opportunistic | Older 6–50 unit buildings in first-ring suburbs (Richfield, Columbia Heights, Brooklyn Center, Crystal, West St. Paul, South St. Paul) and Minneapolis neighborhoods; St. Paul only where the rent-cap math works |
| 03 Opportunistic | Active | Shallow-bay and flex along I-94, I-35 and the Midway and Northeast industrial areas; fee-simple special situations |
| 04 Debt / Notes | Active | Notes from Minnesota community banks and credit unions on buy-box collateral |
Captured within about 75 minutes: St. Cloud (about 1h10), Hudson/River Falls WI, Red Wing and Northfield/Faribault. Rochester and Mankato are at the edge (about 1h20). Drive times are approximate.
Key risks
- Rent regulation. The St. Paul cap 7 limits the upside on renovations, and Minneapolis tenant rules add process cost.
- Property taxes and winter operating costs. Snow removal, heating and capital reserves are higher than in Sun Belt markets.
- Data-center timing. Meta's Rosemount opening has not been confirmed 3.
- Competition. Strong fundamentals attract regional syndicators to the same 20–50 unit deals.
